The old Chief (Thuam Thawng) realized that the murder of Mesan and the attack on Bocung would not pass unpunished, and he therefore convened several councils to discuss the action which he should take. Kaikam the son of Kuppow, of Siyin was notorious for his love of raiding and warfare and Thum Tong induced him to go to Kaptyal to attend his meetings.He had but small difficulties in persuading him that the Government intended to disarm all the Chins piecemeal and that the Ngwenals would be dealt with first and the Siyins. He explained if the surrounding tribes but would be combined, there should be no difficultyin driving the troops from the hills ...Kai Kam and Twum Tong took an oath to each other and to attack the troops. It was decided not to commence...until the crops were gathered; this also would give the time to win over the surrounding tribes to join the cause. Kai Kam and Twum Tong decided that, the first step to take was to remove the Political Officers, the Myook, and the interpreters, so that there should be none left to guide and advise the troops.
